Fiscal decentralization and efficiency of public services delivery by local governments in Ghana

In this paper, we estimate the efficiency of Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana, investigate impact fiscal decentralization on local public goods services delivery by MMDAs. Using data from composite budgets all 216 MMDAs, employ both non-parametric parametric frontier methods to carry out study. The results with regard our two indicators indicate that autonomy proxied MMDAs’ internally generated funds as a share their total revenue has positive influence MMDAs whilst vertical imbalance—a high central government grants expenditure—does not improve Ghana. findings clear signal policy managers prioritize support mobilization revenue.
